You have I believe perused the correspondence which passed between this Government and the Secretary of State for the Colonies upon the occasion of the Wyoming anchoring in the typhoon passage in the mouth of April last, but I am instructed by His Excellency to transmit to you as bearing directly upon the present case, and with the view of refreshing your memory the accompanying Extract from the Secretary of State's Dispatch on the subject and to request upon you to state whether there is any local Ordinance under which this Government can "prevent supplies being taken from this Port to Belligerent Vessels anchored in the position recently occupied by the Wyoming, other than such supplies as are within the limits of the permission accorded by Her Majesty's Proclamation".

If there should in your opinion be no such authority I am directed to request you submit a draft Ordinance upon the subject.
